The investigation ramped up last month when authorities seized phones from DCAS deputy commissioner Jesse Hamilton and Adams’ senior adviser Ingrid Lewis-Martin after a trip to Japan with an executive from Cushman & Wakefield, a major real estate firm involved in city leasing deals.
